The Cao Gong Irrigation Research and Development Foundation was founded on July 10, 1995, thanks to the guidance of irrigation authorities at all levels such as the Council of Agriculture, Executive Yuan, the Taiwan Provincial Water Resources Department, and the Kaohsiung Management Office of the Irrigation Agency, as well as the support and supervision of directors and supervisors at the foundation.
The association was established in accordance with Article 10 of the Organizational Charter of the Irrigation Association and Paragraph 3 of the Tasks of the Irrigation Association, on the raising of money for irrigation operations and the establishment of funds. It was reported to the Reconstruction Department of Taiwan Provincial Government by serial number 1995/7/484 Jianshui No. 28327 and approved, with a legal person registration certificate obtained from the Kaohsiung District Court on July 10. The registration was approved and registered at No. 404 on page 65 of Volume 8.
