The Xingzhong Sluice Gate is the largest water conservancy structure on the Houjing River. Managed by the Kaohsiung Irrigation Association, this gate regulates water levels, providing vital irrigation support to the farmlands in the Qiaotou District.

In 2005, after discussions between the Sewer Systems Office of the Public Works Department (now the Water Resources Bureau) and the Irrigation Association, the walkway for maintenance of the operation room was transformed and opened for public access along both sides of the river. Additionally, nighttime lighting was installed, creating a unique landscape feature. This functional and distinctive cross-river structure has been highly praised by local residents.
